Strengthening the GWL-INA

The Indonesian Gay, Waria, Lelaki yang berhubungan seks dengan lelaki lain (GWL-INA) is the national network of MSM and Waria community organisations and other stakeholders.

Established in February 2007, the GWL-INA supports the scale up of HIV prevention and care programs for MSM and Waria. It acts as advocate and coordinating body for the MSM and Waria communities and many of their organisations; working to ensure that the issues and needs of MSM are reflected in the development of domestic HIV and AIDS related program and policy development.

AFAO supports the strengthening of the Networks national secretariat, and a number of capacity development initiatives among its membership. AFAO uses its Consortium program to augment Network activities funded via the AFAO International Grants Program.

The objectives of the project are:

  • The GWL-INA Network secretariat has sound and effective administrative, financial organisational and governance structure and systems in place
  • The GWL-INA National Network is legally registered
  • The GWL-INA National Network secretariat has funding to support its activities
  • Implementation of the GWL-INA National Network Advocacy strategic plan has progressed
  • The GWL-INA Network has developed effective information and data management systems
  • The GWL-INA Network (secretariat, board and membership) have strengthened capacity in the areas of Social Research and Male Sexual Health

Activities over the duration of the program include:

  1. Supporting National Coordinator to function on daily basis to manage national secretariat effectively
  2. Supporting the GWL-INA secretariat to design, develop and manage a membership and operational information database
  3. Supporting the GWL-INA Secretariat and Board to further develop and finalise governance structures and systems
  4. Supporting the GWL-INA Secretariat to develop and implement financial and administration systems
  5. Working with the GWL-INA Secretariat to develop a resource mobilisation strategy and to prepare and submit funding proposals
  6. Supporting the GWL-INA Secretariat, Board, Advocacy working group and membership to revise and implement the Networks Advocacy strategy.
  7. Develop an Organisational Strategic Plan
  8. A study tour of Australian based HIV and Male Sexual Health agencies
  9. Capacity strengthening workshops focussing on Social Research (delivered in partnership with ARCSHS) and Strategic Planning
  10. Support the National Coordinator to attend ASM conference (2008) in Perth and the International AIDS Conference (2008)
  11. Support first 3 regional coordination meeting in October - November 2008
  12. Support GWL-INA 1st and 2nd national Meeting in February 2009 and May 2010
  13. Support Advocacy Workshop related Human Rights and Local Budgeting Process in December 2010
