APN+ Positive Capacity Development Initiative
APN+ is the peak body of PLHIV groups and networks with 30 country members across Asia and the Pacific. It was established in response to the need for a collective voice for PLHIV in the region, and to represent and support national PLHIV groups and networks; and to better link regional PLHIV with the Global Network of PLHIV (GNP+) and positive networks throughout the world.
APN+ works to assist PLHIV in the region to have their needs met, in particular in fighting widespread stigma and discrimination and in achieving comprehensive and universal access to treatment and care.
The AFAO/APN+ Positive Capacity Development Initiative began in March 2009. APN+ is the lead implementer, with AFAO auspicing APN+ in the HIV Consortium through project coordination and support, and contract and finance management.
The broad goal of the initiative is to assist in the development of sustainable, effective country-level and regional PLHIV organisations and networks; strengthening their capacity and PLHIV themselves to represent their communities, advocate for their rights, and to contribute to effective responses to HIV and AIDS.
The primary objectives of the initiative are:
- To develop both the capacity of APN+ and its in country national network partners by enhancing institutional strength and capacity leading to a stronger, more effective response to the epidemic consistent with GIPA Principles
- To strengthen the capacity of APN+ and its national network partners to undertake evidence informed advocacy about Universal Access, specifically access to treatment and other health care services; and to fight stigma and discrimination.
A diverse range of institutional strengthening and advocacy development activities - each tailored to meet specific local contexts and needs - are being implemented in Vietnam, Laos, Myanmar, Timor-Leste, the Solomon Islands, Fiji, Cambodia, China, Indonesia and at the Asia-Pacific regional level.
The project is funded by AusAID via the HIV Consortium from March 2009 to June 2012.
